The visit to Moscow undertaken by the Syrian president comes amid an atmosphere of talk to move the peace process forward after Barak’s success in the elections. Barak has promised a return to negotiations from the point where they had stopped, stating that everything is open to negotiation, including the issue of a troop withdrawal from the Golan. And he has tied the outcome of the issue to a referendum. He said (as reported by Patrick Seale): "I am truly eager to know if there is the possibility of concluding a brave peace with Syria." And he called Hafiz Assad to assist him in achieving a brave peace. While, Hafiz Assad perceives Barak to be: "a strong and honest man as demonstrated by the election results. He enjoys wide support. It is clear that he wants to achieve peace with Syria. He is moving in a thoroughly well thought out manner." So will Barak achieve what Rabin failed to realize before him?

The issue of a troop withdrawal from the Golan forms a problem for the negotiations. Israel does not trust anyone regarding her security. It wants her security, and even the security of the entire region, to depend solely on her power. She wishes to become the dominant regional state in the area. She sees the Golan, in addition to maintaining her weapons superiority, as a strategic location assisting her to realize these ambitions. Her interpretation of resolution 242 is that it does not require her to make a complete withdrawal from the Golan, since it stipulates ‘withdrawal from occupied territories should be up to secure borders.’ Meanwhile America wants Israel’s security to remain in her hands. She fears that Israel will dominate the area and have no need of her, thereby freeing herself from the status of a tool. And this will put American interests in the Middle East region and the gulf and consequently her future dominance over the world at risk. Therefore she is striving to concentrate her forces in the Golan Heights under the auspices of the UN. Aiming to impose her dominance over Syria, Lebanon, Jordan and Palestine as part of her plans to control the world through troop concentrations in strategic places such as the Persian Gulf, northern Iraq etc. She is an expert in camouflaging her aims and her colonialism through the cover of humanitarian assistance and international Law. Syria, looks upon the Golan, even the fourth line of June 1967, as belonging to her. She will not relinquish even a handspan from it, expressing this with the dictum "a comprehensive peace for a comprehensive withdrawal".

In his negotiations Rabin tried to proceed with a course of withdrawal from the Golan, and so he was assassinated. America exploited Natanyahu’s term in office to subdue Jewish public opinion and push it towards withdrawal. He was not able to withdraw from Lebanon and nor was he able to guarantee the security of its Northern borders. The attrition of the Israeli army continues in south Lebanon and the recent withdrawal of the southern Lebanese army under Israel from Jazine appeared as a defeat for her. With the knowledge that America is behind them not being given permission to withdraw from south Lebanon before a withdrawal from the Golan. With the news of Iran’s development and successful testing of medium range missiles putting the whole of Israel within its range. As well as the news of the missiles which have been bought by Syria, Egypt’s attempts to modernize her weapons, and Syria’s stepping up the training of her army to narrow the gap of military supremacy between her and the Israel Army. Through all of this, America was able to affect Israeli public opinion leading to the fall of Netanyahu and Barak’s success.

It is from here that the significance of the visit to Moscow and talk of an arms deal to modernize the weapons of the Syrian strategic air and land army becomes apparent. Since America pretends not to be able to stop these deals. All this is for the purpose of putting pressure on the Israeli public opinion to accept that Israel cannot guarantee her security without making peace with Syria, and that there will be no peace without a withdrawal from the Golan Heights.

Also emphasizing that Syria on her own is able to stand in Israel’s way. So will these deals realize the aspirations of America for an Israeli withdrawal from the Golan just as the missiles of Saddam had previously put fear in the hearts of the Israeli people thereby pushing Israel to attend the Madrid peace conference, or will the issue require another war to move it forward ?

Indeed, the withdrawal of the Israeli army from the Golan will not mean that the Golan will come under Syrian control. Rather its place will be taken by American forces to pursue its arrogant dominance against anyone who attempts to go outside her control. This will be an additional burden on the Ummah which is on the path of revival, and it will be an additional burden on those who are working to liberate the Ummah. The liberation of the Golan Heights does not justify making peace with Israel. The Islamic Ummah is one Ummah and her lands are one so it is obligatory to work to liberate every part of it. Also, it is obligatory to work for the establishment of the Islamic Khilafah, which will look after the affairs of the Muslims with the rules of Islam and defend their lands and carry the call to the world. Verily, ‘the imam is a shield behind whom the Muslims fight and seek protection’.
